The key to every successful search starts with an executive profile. APCO works with you to create a profile of the type of executive that is needed to lead your agency. We review pertinent agency documents such as strategic plans and conduct in-depth interviews with the hiring authority, direct reports and other key stakeholders who can offer valuable insight and expand our understanding of the position. We also gain an understanding of the organization’s philosophy, culture, current and future needs, and the key skills, strengths, and qualities of the ideal candidate to ensure the best fit.
Search Strategy, Candidate Identification and Advertising
An extensive search strategy is created to identify potential candidates and where they may be located. Our outreach efforts, including advertising, are both local and national. In addition, we advertise directly to public safety-related state and national associations as well as public safety job boards and social media platforms such as LinkedIn. We take diversity seriously and work to identify a diverse and highly qualified pool of candidates.
Candidates Screening and Review
APCO performs an extensive and thorough screening process on potential candidates to learn about their previous experience, their accomplishments and what drives them to succeed. At the same time, we also try to understand how they may fit into your organization's culture.

Meet the Executive Search Manager
Executive Search Manager Tiffany McCarty's career spans over 25 years conducting executive-level search assignments for associations, private industry and governmental agencies. Her passion is strategically matching the tactical needs of a position and the organization’s culture to candidates.
Tiffany began her search career in Denver, CO, with JL Mark Associates, a top North American retained executive firm that later merged with Stanton Chase International. As a senior associate at Stanton Chase, she conducted candidate development and gained comprehensive experience in employee relations, succession planning, career development, compensation and benefits, talent acquisition, and performance management.
In 2005, she moved the Washington, DC, area to join the association practice of a boutique executive search firm. In addition to serving the staffing needs of association leadership, she completed searches for private industry as well as federal and local governments. She has spent the last 15 years serving the association community.
Early in her career, Tiffany acted as regional recruiting director for Consolidated Graphics, now part of RR Donnelly, one of the largest, publicly-traded, commercial printers in the United States. Hired for her knowledge and expertise conducting retained executive searches, she was part of a team of four regional directors responsible for launching new retained recruiting department to serve and execute the search needs of CGX print companies across the country.
Tiffany earned a MS in Management and Leadership from Western Governors University and BA in Communications from the University of Denver.
