Alexandria, VA – Dr. Christi Lower, PhD, CAE, recently joined APCO International as director for the APCO Institute. Dr. Lower has 15 years of experience leading high-profile and large-scale education and workforce initiatives in the nonprofit and public sectors. In her previous role, Dr. Lower led the strategic alignment of continuing education, professional training, industry certifications, accreditation and academic curriculum, including innovative program development to advocate for and accelerate the adoption of career connected learning pathways.
As director of the APCO Institute, Dr. Lower will lead the strategic direction, operational performance and overall success of the Institute, ensuring that public safety communications professionals nationwide receive high-quality, standards-based training and continuing education that prepares them to make decisions that save lives.

Dr. Lower is an active member of several professional associations, including the Association for Career and Technical Education (ACTE), the American Society of Association Executives (ASAE) and the American Health Information Management Association (AHIMA). She earned a Doctor of Philosophy in Educational Leadership, Master of Science in Health Informatics, Bachelor of Business Administration in Management & Marketing, and Bachelor of Science in Health Information Management. Her research interests include organizational development, teaching and learning, leadership, mentoring, professional development, experiential learning and competency-based practices.
