APCO recognized the urgency and importance of addressing the dangers posed by contraband phones and supported exploring technical solutions to address threats to law enforcement and public safety, including the development of a regulatory framework to allow for the effective and safe deployment of cell signal jammers. APCO emphasized that cell signal jamming technologies must be deployed in a deliberate and thoughtful manner to avoid potential unintended consequences for public safety communications and recommended the Commission explore and adopt appropriate technical safeguards governing the use of cell signal jammers prior to their deployment.
