APCO International Welcomes Douglas A. Klein as Government Relations Senior Counsel

Alexandria, VA – This week APCO International welcomes Douglas A. Klein as the new government relations senior counsel. Klein brings more than 25 years of experience in telecommunications law and policy. Most recently he served as assistant general counsel for wireless, technology and public safety at the Federal Communications Commission (FCC), where he led the agency’s legal analysis of issues including 9-1-1 modernization, public safety spectrum and emergency alerting.

As senior counsel, Klein will support APCO’s regulatory efforts and Chief Counsel Nicole McGinnis. He will be responsible for analyzing federal regulatory and legislative issues related to 9-1-1 service and public safety spectrum policy, coordinating with state and federal officials, and supporting APCO’s advocacy initiatives to strengthen emergency communications nationwide.

Prior to his work at the FCC, Klein served as assistant general counsel in the FBI’s Science and Technology Law Unit, where he represented the FBI before the FCC and in interagency groups. Earlier in his career, Klein practiced telecommunications law at Hogan & Hartson (now Hogan Lovells). He began his career as an attorney-advisor with the Drug Enforcement Administration and the FCC’s International Bureau. Klein received his J.D., with high honors, from The George Washington University Law School and his B.A. in Political Science from Binghamton University.
