The Day That Changed Emergency Communications

The lessons learned from 9/11 continue to shape technology, interoperability and ECC preparedness nationwide.

For those who worked in public safety communications on September 11, 2001, the date is more than a chapter in history. It is a shift marker in the evolution of our profession, measured not only by the tragedy that unfolded before the world, but by the profound transition it sparked within emergency communications centers (ECCs).

Every generation of public safety telecommunicators can identify defining moments that shaped their careers. For many, September 11 remains that defining event. Whether you were seated at a console in a large metropolitan ECC, working a rural county dispatch position, serving as a supervisor or still years away from entering the profession, the impact of that day continues to influence how we answer calls, process information, communicate with responders and prepare for the unimaginable.

For myself as a senior in high school, I shifted from aspirations of becoming an attorney to getting more involved with the responder community and emergency communications. For some members on my staff, it was a moment they watched unfold while in training or while working a console. As we approach another anniversary of the attacks, it is worth asking an important question: If you were there, what did you see? And if you not there, what lessons were handed down to you? The answers reveal just how far emergency communications has come. I spoke with two individuals from my ECC. One was working the floor during the events, and one was training to be a telecommunicator at the time.

BEFORE SEPTEMBER 11: A DIFFERENT COMMUNICATIONS ENVIRONMENT

To understand the impact of September 11, we must first remember what public safety communications looked like before the event occurred. In 2001, many ECCs were still operating in environments that would seem foreign to today’s telecommunicators. Computer-aided dispatch (CAD) systems existed, but many agencies still relied heavily on paper cards, handwritten notes and radio logs. Use of the geographic information system (GIS) was limited. Cellular phone location information was largely unavailable. Text-to-911 did not exist. Smartphones had not yet transformed communications.

Our ECC operated a CAD system on disk operating system (DOS) software and dispatched directly from a microphone connected to the radio system rather than the computer-integrated radio systems we use today. Much of the technology available at the time would be considered obsolete by today’s standards.

Interoperability was also one of the profession’s greatest challenges. Responder agencies frequently operated on separate radio systems. Neighboring jurisdictions often could not communicate directly with one another. Information shared between agencies depended heavily on telephone calls, patchwork solutions and the initiatives of individual telecommunicators. Many ECCs were viewed primarily as support functions rather than critical infrastructure for emergency response.

The telecommunicator’s role was often misunderstood. The public rarely saw the expertise required to process emergency calls, coordinate resources, manage radio traffic and maintain situational awareness during large-scale incidents.

THE DAY THAT CHANGED EVERYTHING

Then came September 11.

When the first aircraft struck the North Tower of the World Trade Center at 8:46 a.m., telecommunicators in New York City’s ECCs immediately became the first point of contact for thousands of people seeking help. Calls flooded ECCs. Callers reported explosions, smoke, fire, trapped occupants, injuries and confusion. Information changed by the second. Telecommunicators were forced to make critical decisions while operating with incomplete information and under extraordinary pressure.

When the second aircraft struck the South Tower at 9:03 a.m., the scope of the incident expanded beyond anything previously imagined. Across the country, ECCs watched events unfold while simultaneously preparing for potential threats within their own jurisdictions.

Like many Americans, I remember exactly where I was that morning. I was standing outside my senior biology class when a teacher walked by in tears and told me what she had seen on television. Moments later, our class watched the events unfold live.

Many telecommunicators recall a common feeling from that day: uncertainty. One of them was Marla Kaba, a 30-year employee of the Delaware County Emergency Communications Center (DCECC), who remembers the lone television in the ECC tuned to the news throughout the day. She agrees that uncertainty, nervousness and fear were the dominant emotions in the center that day.

“I remember looking up at the TV and feeling helpless,” she said. “As dispatchers, we’re used to being the calm voice during someone else’s emergency, but that day all of us were scared too. We didn’t know if it was over or just beginning. Every siren, phone call and radio transmission seemed different. The uncertainty was overwhelming, and for the first time in my career, I truly understood how fragile our sense of security could be.” There was no playbook for a coordinated terrorist attack of that magnitude. ECC personnel were forced to adapt in real time while continuing to answer every call and support every responder.

Kaba continued, “We were all talking about what was going on, and how bad it would be for those working in New York. My heart sank. It still does when I think about that day, the responders, and 9-1-1 staff who had to deal with it.”

As the towers collapsed, another reality emerged. The communications systems themselves were vulnerable. Radio coverage challenges, overloaded networks, interoperability limitations and infrastructure failures highlighted weaknesses that had existed for years but had never been exposed on such a tremendous scale. For ECCs, the lessons were immediate and unforgettable.

THE HIDDEN HEROES

When the public remembers September 11, they often think of firefighters climbing the towers, police officers directing evacuation, EMS personnel and medical staff treating the wounded and the passengers aboard United Flight 93. All of them were heroes in every sense of the word.

What is less frequently remembered are the telecommunicators who remained at their consoles throughout the crisis. Many continued taking calls from individuals trapped inside the towers. Some listened as callers described worsening conditions around them. Others coordinated resources amid overwhelming call volumes and rapidly evolving circumstances.

As I watched reporters interview witnesses and families searching for loved ones, I could only imagine what New York telecommunicators were going through.

Kaba said, “As we watched the events of September 11 unfold on the television in our ECC, it became difficult to focus on the routine calls coming into our center. Our minds were trying to process the magnitude of what was happening in New York, Washington and Pennsylvania while still providing the same level of service our community expected. On that day we were all New Yorkers. However, we pushed through and processed our calls.”

For telecommunicators across the nation, every ringing phone seemed different that day.

DCECC IDACS Coordinator Heidi Pease said, “Even though we were hundreds of miles away, the uncertainty, fear and emotion of the moment made it challenging to separate the national tragedy from the local emergencies we were handling. Yet, like dispatchers across the country, we continued answering every call and serving our community because that is what the profession demanded.”

These telecommunicators demonstrated the professionalism that defines emergency communications. Each of them remained calm, gathered critical information and provided support during one of the most challenging incidents in modern American history.

INTEROPERABILITY BECOMES A PRIORITY

One of the most significant lessons learned from September 11 involved interoperability. Kaba discussed how, even in our region, site trunking issues occasionally caused agencies to lose connectivity to the central network for extended periods. Numerous reviews identified communication barriers between agencies as a major challenge during the response effort. As a result, improving communications interoperability became a national priority. It remains a priority today.

Federal, state and local agencies invested heavily in communications infrastructure. Our agency recently signed contracts for a $2 million overhaul of our radio system. Regional radio systems expanded. Shared talk groups became more common, mutual aid communications plans were strengthened and multiagency training exercises increased significantly.

Even as I write this, I have plans on my desk for a multiagency interoperability exercise involving several neighboring counties. Today, telecommunicators routinely communicate across disciplines and jurisdictions in ways that would have been difficult or impossible in many areas before 2001.

TECHNOLOGY ADVANCES

September 11 accelerated technological innovation throughout public safety communications. The need for faster and more accurate information became increasingly evident. Over the next 25 years, significant advancements transformed the capabilities of ECCs.

Enhanced wireless location technology improved caller location accuracy, GISbecame a standard tool and CAD platforms evolved into sophisticated informationsharing systems.

Today, programs such as RapidSOS, RAVE, SMART911 and Texty connect callers to ECCs with enhanced information that helps telecommunicators and responders manage emergencies more effectively. Many ECCs can now receive text messages, photographs, videos, vehicle telematics data and supplemental caller information. Telecommunicators often have access to real-time mapping and advanced situational awareness tools that did not exist two decades ago.

These advancements have improved emergency response and enhanced the ability of telecommunicators to gather and relay critical information. Yet technology alone is not the solution. The human element remains irreplaceable.

NEW FOCUS ON PREPAREDNESS

Preparedness is another area that was permanently shaped by these events.

Pease was in training at the time, learning the fundamentals of the profession. She remembers seeing training evolve in response to what was happening in New York. Attacks of this magnitude may be something a rural area such as Delaware County never experienced, but the lesson was clear: preparedness matters.

Today, we train for mass-casualty events throughout the year. Backup ECCs have become more common, and redundant systems continue to be upgraded and implemented. Disaster recovery planning evolved into a core responsibility of communications center leadership.

Questions that once seemed hypothetical became operational priorities: What happens if the primary system fails? How do we continue serving the public during a catastrophic event?

APCO offers courses such as Active Shooter Incidents for Public Safety Communications, Disaster Operations and the Communications Center, and Fundamentals of Tactical Dispatch. Today, continuity planning, disaster recovery exercises and resilience strategies are standard components of professional ECC operations.

Many of these efforts can be traced directly to lessons learned from the attacks and their aftermath.

CARRYING THE LESSONS FORWARD

Many telecommunicators working today were children, and some were not yet born, when September 11 occurred. Yet they continue to benefit from the lessons learned that day. Both Kaba and Pease agree that many of the programs, training initiatives and preparedness measures we use and practice today stemmed from the attacks and other major incidents that followed.

Every interoperability channel, continuity plan, preparedness exercise and technological advancement reflects the profession’s commitment to being better prepared for future challenges. The next defining event may not look like September 11. It may involve cyberattacks, natural disasters, emerging technologies or threats we have yet to imagine.

But the lessons remain the same. Preparation matters. Communication matters. People matter.

The lessons learned on September 11 continue to guide the profession today.
