Sunday, July 27, 2025 | 9:00 – 10:00 a.m.

This panel brought together policy experts from leading 9-1-1 and public safety organizations for a candid conversation about the federal issues shaping the future of 9-1-1 and emergency communications.

Moderated by Greg Cooke, telecommunications policy consultant, the panel included Nicole McGinnis, Chief Counsel and Director of Government Relations for APCO International; Jonathan Gilad, Vice President of Government Affairs at NENA; Yesim Karaman, Director of Government Affairs at the National Sheriffs’ Association; and Steven Alonzo, Government Relations Manager at the International Association of Fire Chiefs.

The discussion covered a range of pressing federal topics. Panelists provided valuable insight into how their organizations are engaging with Congress and federal agencies, the challenges they face, and the opportunities ahead for advancing public safety communications policy. They also emphasized the need for strong engagement from the public safety community — encouraging professionals in the field to share their stories and priorities with policymakers.

Ms. McGinnis emphasized the importance of partnerships among stakeholders, noting that “partnerships are not that we all have to agree…we have different perspectives and we can learn from each other.”  Ms. Karaman agreed, pointing out how government relations teams can work together to help each other across different issues.

Attendees left the session with a deeper understanding of the current federal policy landscape and how they can contribute to shaping decisions that directly impact emergency communications centers.
