The City of Ames, Iowa, a progressive university community of 50,000 is seeking enthusiastic candidates for the position of Public Safety Dispatcher.  This position performs work involved in the operation of the City of Ames' communications system; receives and handles both emergency and non-emergency communications from a wide range of sources; and dispatches appropriate units or equipment in response to police, fire, or medical emergencies.  This work is in a 24/7/365 environment and is subject to shift assignment.


Requires HS Diploma or G.E.D.  Two years of relevant work experience and/or college coursework preferred.  Must be able to obtain IOWA/NCIC, and CPR certifications within six months and re-certify as required.  Must also be able to obtain Emergency Medical Dispatching certification within 1 year, re-certify as required and complete and Iowa Law Enforcement Academy 40-hour training course one year.

GENERAL DESCRIPTION:

Responsible specialized work assisting the public and providing information to law enforcement officers through radio transmissions, alphanumeric pages, statewide computer systems and complaint desk activities.  Work is performed under the direction of the Administrative Lieutenant.

ESSENTIAL JOB FUNCTIONS:

  1. Interacts with the public, related agencies, City departments, supervisors and coworkers in a professional and courteous manner
  2. Receives incoming calls, obtains essential data, evaluates the circumstances and takes appropriate action
  3. Makes prompt and appropriate notification of emergency personnel to all requests for assistance
  4. Maintained updated call information
  5. Monitors and communicates with the police department on the public safety radio
  6. Maintains a variety of records and logs.  Files documents and records.

  8. Accesses, enters and retrieves computer information
  9. Relays information accurately from one source to another
  10. Maintains confidentiality

MINIMUM QUALIFICATIONS:

             

KNOWLEDGE, SKILLS AND ABILITIES: 

  • Must possess a positive attitude and excellent public relations skills.
  • Knowledge of the operating characteristics of communications system equipment
  • Knowledge of the functions, procedures, policies and regulations of the communications system and of the police department.
  • Ability to elicit information necessary for proper dispatching from citizens in a distressed or confused state.
  • Ability to assess people and situations, and to use judgment in decision-making
  • Ability to understand and express ideas clearly and concisely, orally and in writing
  • Ability to speak clearly, distinctly, and in a monotone voice with minimal inflection during radio transmissions
  • Ability to access, input and retrieve computer information
  • Ability to recognize and appropriately consider the sensitive nature of performing Communications Officer duties

EDUCATION AND EXPERIENCE: 

  • High school diploma or  accredited equivalent
  • Minimum of three years experience in emergency services communications preferred
  • Experience with computer applications and multi-line phone systems; or education and experience which provides this knowledge, skill and ability

 

(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)

 

LICENSES, CERTIFICATIONS OR REGISTRATIONS: 

  • Possession of a valid Florida driver’s license
  • FCIC/NCIC certified within 6 months of hire
  • APCO Basic certification within 1 year of hire date
  • CPR certification within 90 days of hire

THE POSITION

 

Put your professional security dispatching skills to work with Hennepin County. The Security Division of Hennepin County Property Services is a professional, career-oriented operation responsible for providing security for county facilities.

 

Security Dispatchers use computers and various communications equipment, initiating proper response for emergency and non-emergency situations. Full-time work hours can include days, evenings, overnights, weekends and holidays. Shifts are bid on an annual basis. In addition to salary, a shift differential of $0.80 per hour for nights and $0.60 per hour for weekends is paid, and a uniform allowance is provided.

 

Candidates must be at least 18 years of age and have no adult felony convictions, and must supply background data as requested.

The primary duties and responsibilities for this position include:

 

•     Operate and monitor a wide range of moderately complex computer driven equipment, including systems for life/safety, security alarm, closed circuit television and building automation

•     Receive emergency and non-emergency calls for security service and medical assistance

•     Dispatch Security Officers or other personnel using two-way radio or telephone

•     Prioritize calls and initiate appropriate action based on incident type and importance

•     Query callers to obtain detailed incident information; record responses

•     Contact police, fire, and/or ambulance service in emergency situations and coordinate proper response

•     Generate reports, maintain records, and perform data entry functions

•     Operate multi-line telephone system

•     Notify appropriate managers or supervisors of critical situations on a 24-hour basis

 

Ideal Candidates will have:

 

•     One of the following:

o     Two or more years of public safety dispatching or security dispatching experience

o     Completion of an approved 911/Dispatch Certificate Program (this certificate program is no longer available in the state of Minnesota)

o     Two or more years experience as a first responder (police officer, fire fighter, paramedic or emergency medical technician)

•     Knowledge of dispatching policies and procedures relative to security or law enforcement

•     Knowledge of computer systems, multi-line telephones and related electronics, such as card access systems, two-way radios, closed-circuit television, computer aided dispatching, paging software, digital video recording systems, alarm management systems and database software

•     Ability to use sound judgment and work effectively and cooperatively with others in stressful situations

•     Ability to communicate effectively verbally and in writing; solicit pertinent information from potentially emotional callers and relay complex facts accurately and concisely; coordinate multiple assignments and direct others to locations and tasks

•     Ability to make immediate, appropriate, independent decisions; work independently with minimal supervision and accurately record information and activity

Under direction, this is the journey-level class in the Communications Center Specialist series and is distinguished from level II by the ability to perform the full range of duties assigned with only occasional instruction or assistance as needed.

 

ESSENTIAL FUNCTIONS:

 

Answers, evaluates and prioritizes incoming emergency and non-emergency phone calls on multiple phone lines; processes and utilizes the radio system to ensure proper deployment of police, fire and EMS emergency units; responsible for the precise and accurate retrieval and dissemination of information. Evaluates all incoming criminal, medical and fire-related calls to ensure proper police, fire and medical response. Gathers all necessary information vital to officer response and safety. Maintains accurate Communications Center call status records. Refers non-emergency citizen calls to appropriate agency within the City. Maintains confidentiality of information consistent with applicable Federal, State and City rules and regulations. Works a varying schedule and/or shift. May be required to work overtime.

 

Communications Center Specialist III:


In addition to previous requirements: Responsible for maintaining city geography and jurisdiction knowledge, any new street, business and jurisdictional changes. Assists field units on locating addresses and streets, providing additional call service information and any other needed information as requested. Provides training to departmental and non-departmental individuals as requested. May train new personnel on job responsibilities of Communications Specialist I and II. May lead ongoing training classes for existing personnel. Responsible for managing manpower and resources for police, fire and EMS units. Performs other duties as assigned.
