The Oregon State Police (OSP) is seeking a strong leader to serve as the Communications Engineer.  This position is responsible for professional communications engineering such as engineering, planning, development, design, acquisition, modification, official stamping and implementation of large, complex and geographically diverse two way radio systems, dispatch console systems, paging systems, alarm systems, microwave systems, fiber optic, data network and metallic cable systems.  The position is located in Salem, Oregon.

 

The Wireless Communication Group is part of the Administrative Services Division.  The Wireless Group is responsible for the statewide mission critical communication systems used by the entire law enforcement enterprise and Department of Transportation.  It is responsible for the planning, design, installation, operation, and maintenance of state-wide, multiple agency wireless system used for the transmission and reception of voice, telemetry, and date information in support of Public Safety programs, issues, and activities involving State Police, Fire Marshal, Fish and Wildlife, the Department of Transportation and other state and federal agencies.

 

This is a management service position and not represented by a union.

We are the provider of Premier Public Safety Services for Oregon each and every day.  Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State.  The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $325 million total funds.

 

SCOPE OF POSITION

 

  • Perform detailed engineering studies to design, build, and retrofit complex multi-site, multi-jurisdictional trunked and simulcast digital and analog radio and microwave systems.
  • Develop recommendations to improve the operations of complex communications systems, equipment and facilities.
  • Coordinate activities with other agencies and outside cooperators
  • Forecast users’ current and future communications systems requirements, as well as researches and monitors developments in techniques, equipment, supplies and material used in voice and data communication systems.
  • Develop engineering cost estimates, technical scope of work and evaluation criteria for complex wireless projects.
  • Address complex radio and microwave problems using engineering calculations then proposes and initiates/implements the solutions.
  • Identifies, prepares, and delivers training and workshops to state-wide Wireless personnel on radio, microwave or console system design modifications, new applications, changes, replacements or complex system operating requirements. 
  • Develop Service Level Agreements with customers.
  • Design and stamp engineering drawings.
  • Use advanced engineering expertise to analyze complex problems that arise during the design, construction or implementation of communication systems and apply advanced engineering methods, techniques and processes to resolve the issues.
  • Evaluate and resolve unusual engineering problems associated with complex communications systems such as tower loading, multi-path, fade, signal attenuation and propagation, power loading and charging, battery capacity, building structural analysis, antenna spacing, interference, digital/analog circuits, data network traffic routing, etc.
  • Participate in the development of short- and long-range plans and programs for the efficient utilization of existing communications and telemetry systems.

 

WORKING CONDITIONS

 

Requires considerable region-wide or statewide vehicular travel in day and night conditions, often in adverse driving conditions.  Work is conducted in a typical office environment.  Subject to emergency call out for engineering support in the restoration or repair of wireless information systems or equipment.  Move or lift heavy objects up to 50 pounds.  Work extended shifts to provide consultation to Analysts in restoring wireless information systems or equipment to service.  Carry a cell phone and pager during working hours and 24 hours a day, 7 days a week when requested.

Position Summary

 

This position will serve as the member of the Public Safety Interoperable Communications (PSIC) team at GITA responsible for oversight of statewide or regional interoperability projects.

 

Background

 

There are many city, county, tribal and State projects which have a significant impact on public safety interoperability in the State of Arizona.  Most of these projects are not under the direct control of the PSIC team at GITA nor under the direction of the Public Safety Communications Advisory Commission (PSCC), however the State monitors progress on these projects and provides input to the responsible jurisdictions regarding their direction in support of the statewide goal of achieving communications interoperability for first responders. 

 

Duties and Responsibilities

Oversight & Planning

  • Provides oversight to project managers, professional and technical staff for all phases of public safety interoperable communications projects, to ensure that sound IT, financial and business practices are followed, project plans are solid and projects are completed on time, within budget, and with quality.

  • Coordinates with other State, federal, local, tribal and non-governmental agencies and organizations, to identify collaborative opportunities and ensure appropriate levels of strategic and tactical focus to interoperability projects.

  • Develops and maintains effective working relationships with other agencies involved in implementing and operating telecommunications systems within the State.

  • Supports the development and reporting of performance measures in regard to interoperability projects for which the PSIC team provides oversight.

  • Reviews progress and project status reports and ensures issues and risks are identified and addressed.

Communication & Documentation

  • Initiates, attends and prepares for committee, task force and coalition meetings. Speak at public meetings and outreach events.

  • Prepares written documents and communications including progress and project status reports, memoranda, letters, spreadsheets, reports, web-site content, meeting summaries, white papers, policy statements, presentations, newsletters and reports.

  • Organizes the preparation of Requests for Proposals (RFP) as needed.

  • Develops and documents tactical plans in support of Strategic Initiatives and assigned projects.

  • Works collaboratively with other Public Safety Communications Interoperability staff statewide.

Other

  • Travel within Arizona as necessary to effectively perform the duties of this position.

  • All other duties as assigned in support of the mission of the PSIC team.

 

Knowledge, Skills and Abilities 

  • Proven track record of demonstrating effective leadership, applying project management tools and principles, and delivering successful projects.

  • Background and experience with strategic planning processes and ability to develop actionable plans to drive strategic initiatives.

  • Familiarity with principles and practices involved in design and implementation of telecommunications systems.

  • Desired: Background and experience working with public safety organizations from multiple organizations

  • Excellent communication skills with the ability to interact effectively with technical, public safety and other individuals regarding project efforts.

  • Must be able to work independently, with minimal supervision but strong professional judgment regarding when to elevate issues.

Under general direction of the Radio Communications Engineering Manager, responsible for the overall operation and maintenance of the City's 700/800 MHz P25 trunked simulcast radio systems and serves as the point of contact to all radio users for technical support, equipment recommendations and radio system complaints.  Performs engineering duties and works with City Staff on wireless communications systems projects including engineering studies involving equipment and applications. Next Generation 9-1-1 Project Coordinator

APCO International, a principal player in the public safety communications arena, is seeking a Next Generation 9-1-1 Project Coordinator to serve as the staff lead in next generation 9-1-1 emerging technologies.  The position will be housed in the association’s Washington, D.C. office.

The Association of Public-Safety Communications Officials is the world's oldest and largest not-for-profit professional organization dedicated to the enhancement of public safety communications.  In addition to the D.C. office, the headquarter facility is located in Daytona Beach, Florida.  APCO International is comprised of thousands of U. S. and international members.

 

As staff lead in these emerging technologies arenas, the NG9-1-1 Project Coordinator will serve as staff liaison and will provide support and subject matter expertise to staff, APCO committees, taskforces, workgroups and projects while developing and representing APCO International’s position related to these matters.

 

The primary duties include:

Microwave Systems Specialist

The Oregon Department of Transportation was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. Configure esoteric software provided by various vendors for microwave and system monitoring and control.  Assign IP addresses and proper frequencies based on location and service areas.   Develop, produce, distribute and maintain software modification documentation.
  • Evaluate and perform path analysis functions for wireless ITS projects and performs functions of a team member in the installation and turn-up of analog and digital microwave systems.
  • Independently identify, diagnose, track and report problems; determine repair or replacement priorities in complex and diverse microwave information systems installed in a large geographic area with multiple remote locations used by ODOT, OSP personnel and other agencies for public safety purposes.
  • Participate as part of a major system upgrade or replacement team.  Perform setup and installation test of system and customer equipment; and assists with physical infrastructure installations.
  • Identifies, prepares and delivers on-site training for customers on specific equipment or complex system operating requirements.

 

Position Qualifications include: 

 

  • Three years of professional consultative or technical experience which includes designing, constructing, and analyzing analog and digital microwave wireless communications systems; and
  • At least 30 quarter (20 semester) credits in electrical engineering with emphasis in microwave and 2-way radio communication systems, computer science or related discipline.
  • Requires a valid Oregon Driver's License.
  • Requires a valid FCC General Class License or approved industrial equivalent.

Summary

Responsible for maintaining all components of the City of Garland radio communication infrastructure and also maintaining the reliability of the COG Storm and Flood siren infrastructure. 

 

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Systems Technologist - GIS Specialist

THE ORGANIZATION

 

The Heartland Communications Facility Authority (HCFA) was created in 1987 by a Joint Powers Agreement (JPA) to provide emergency communication services to fire agencies in the eastern and southern areas of San Diego County. The mission of HCFA is to provide high-quality, compassionate, emergency dispatch services to the communities and public safety agencies we serve through a cooperative effort and the sharing of resources.

 

Since its inception, the JPA has worked steadily to enhance emergency communications. In 1990, HCFA installed an 800 MHz trunked radio system. HCFA now operates on the County of San Diego’s 800 MHz Regional Communication Systems (RCS), allowing countywide radio coverage. Currently, HCFA is the second largest user of the RCS and is a voting member of the RCS Board of Directors. In 1991 HCFA began using a Computer Aided Dispatch (CAD) system for all record management as well as unit recommendation. In 2001 HCFA upgraded the CAD system to one of the most advanced systems within the County.

 

In addition to the 11 JPA member agencies, HCFA provides, under a separate contract, dispatching services to numerous volunteer agencies and fire protection districts. In 2007, agencies serviced by HCFA responded to over 55,000 fire and EMS incidents. Heartland Fire Communications currently serves 21 separate agencies totaling 38 stations and

Administrative offices.

 

HCFA operates a six-position Dispatch Center located in El Cajon, California. The Center is equipped with Computer Aided Dispatch (CAD) consoles, which are used for the management of all incident activities. This system has redundant computer servers for security purposes and to minimize down time. A state-of-the-art 9-1-1 telephone system interfaces directly with the CAD. Additional interfaces to alphanumeric paging and fire station alerting equipment allows immediate notification to field units.

 

The Systems Division

 

The Systems Technologist – GIS Specialist is assigned to the Systems Division.

 

The Systems Division is responsible for the design, procurement, implementation, maintenance and operation of all technology tools supporting HCFA’s Dispatch operations, including computer systems, radio systems and networking solutions used by all of the agencies served by the Authority.

 

THE POSITION

 

Under direction of the Division Manager, this salaried staff position is responsible for managing the GIS database and the Mobile Data Computer systems utilized by the Authority. An incumbent in this position performs a variety of maintenance, and trouble shooting functions. The Systems Technologist will also be expected to make knowledgeable recommendations regarding technology solutions to the needs of HCFA and the agencies it serves. An individual considering applying for this position will require strong, independent judgment, problem solving, and the ability to take direction. Work schedule is flexible and includes covering on call duty assignments after hours that may require immediate response to the Communications Center. The position requires a demonstrated ability to work well with management, professional, technical and administrative support staff within the Authority, as well as with customers, professionals, managers, Fire Chiefs and elected officials from Authority Member Agencies, Contract Service Agencies, and other public safety agencies. The incumbent will confer and meet routinely with outside agencies. As a member of the Authority’s Staff, the incumbent must demonstrate strong ethical, professional, and service-oriented conduct and interpersonal skills.

 

EDUCATION AND EXPERIENCE

 

• Graduation from High School or GED;

• At least three (3) years experience with Windows based Servers;

• A working knowledge of SQL, Exchange and UniData is highly desirable;

• Graduation from college with a Bachelor’s Degree in Computer Science or related field is desirable.

 

LICENSE

 

• Possession of a valid California driver’s license is required.

 

KNOWLEDGE, SKILLS & ABILITIES

 

Demonstrated working knowledge of:

 

• Proficient understanding and usage of GIS based systems, including ESRI and Map Info based software;

• Windows Operating system including Windows Server 2000, Server 2003;

• General government and business principles and practices appropriate to the operation and administration of a Computer systems;

• General telecommunications, telephony and office equipment;

• Legal and liability issues common to Computer system deployment, software licensing, and record keeping.

SUPERVISION RECEIVED

 

Work under the direction of the Division Manager.

 

SPECIAL CONDITIONS

 

The incumbent in this position may be required to work odd and/or unusual hours. The Incumbent must be able to perform all of the essential duties of the job. May be required to work weekend call duty.

 

SALARY AND BENEFITS

 

The salary range for the System Technologist is $55,393 - $72,229, and is set based on qualifications.

 

HCFA offers an excellent benefits package including:

 

Retirement: PERS 2.7% @ 55. HCFA pays the 8% employee contribution. A voluntary deferred compensation plan is also available;

 

Insurance: $670.00 per month is allocated as part of a cafeteria plan. This amount may be spent on insurance for self and dependents including dental and PERS health, with remainder paid to cash. Term life insurance, in the amount of one and a half time the employee’s annual income plus $25,000 is provided;

 

Uniform Allowance: $425.00 per year;

 

Holidays: 14 days annually;

 

Sick Leave: Accrued at a rate of 3.68 hours bi-weekly;

 

Vacation: Accrued at a rate of 4.60 hours bi-weekly for the 1st year. 6.14 hours for each succeeding year;

 

Admin Leave: Accrued at a rate of 1.92 hours bi-weekly COLA, Long Term Disability, Worker’s Compensation, and Medicare benefits are provided as well.
