Ramsey County Department of Emergency Communications

Saint Paul, Minnesota

Ramsey County, Minnesota requests proposals for a Staffing Study of its Emergency Communications Center (ECC). The consolidated PSAP and dispatch center has a year of operating and staffing statistics for an external expert review that determines appropriate staffing methodology and levels for the ECC given call volume and accepted service standards. The successful bidder will justify the approach and methodologies considered, gather information, analyze shift workloads, assess the working environment, and determine staffing to meet the defined service quality metrics. The ECC ranks among the largest public safety dispatch centers in the Upper Midwest, serving eight law enforcement agencies and nine fire departments, two of which provide full EMS service, with 3.1 million calls annually.

Experience with large, complex public safety dispatch operations that serve multiple jurisdictions and multiple public safety disciplines will be a major selection criteria.
