Functional Standards Specifications
Pilot Program
Background
The Law Enforcement Information Technology Standards Council (LEITSC) recently developed CAD and RMS Functional Standards Specifications. LEITSC brings together representatives from the International Association of Chiefs of Police (IACP), National Sheriffs Association (NSA), National Organization of Black Law Enforcement Executives (NOBLE) and Police Executive Research Forum (PERF) to address law enforcement information technology standards issues. The mission of the group is to foster the growth of strategic planning and implementation of integrated justice systems through the development and implementation of information technology standards.
The CAD and RMS Functional Standards Specifications are intended to be generic in nature rather than favor one particular system or approach over another; they are at the functional level meaning that they define what is to be accomplished versus how it should be accomplished.
These functional standards specifications were developed to depict the minimal amount of functionality that a new law enforcement CAD or RMS should contain. They are not intended to simply be substituted for an RFP, but rather to assist agencies of any size in developing their RFP. While the functional standards specifications may need some minimal tailoring to fit the specific needs of an organization, they should be a significant asset to law enforcement agencies, or groups of agencies, looking to purchase a new or upgrade an old CAD or RMS. These functional standards specifications should be used as a starting point to build a fully operative (based on agency needs) CAD or RMS that is based on open standards in order to efficiently interface and share information with other systems both internally and externally.
The draft documents are available on the LEITSC website at http://www.leitsc.org. Although the documents are still in draft form, LEITSC is not anticipating any substantive changes.
Embedded in the mission of LEITSC is to keep the law enforcement community informed about prevailing information technology standards.
General Information about the Pilot Program
- All law enforcement agencies are welcome to participate in the pilot program.
- The law enforcement agency must use either the CAD and/or RMS Functional Standards Specifications developed by LEITSC to participate. http://www.leitsc.org
- The pilot program is an opportunity for technical assistance and consulting services.
- The pilot program includes, but is not limited to face-to-face meetings and conference calls to answer any questions that might arise while working with the CAD and/or RMS Functional Standards Specifications. The unique needs of each agency will be addressed on an individual basis.
- This is not a funding opportunity.
- LEITSC is not in a position to recommend any CAD or RMS vendors; however, LEITSC can provide technical assistance during the selection/procurement process as requested.
- By participating, you are agreeing to take part in an evaluation about the effectiveness of the pilot program and the usefulness of the CAD and RMS Functional Standards Specifications.
Pilot Selection Process
There will be a formal process in selecting the pilot sites. Additional information about the pilot selection process will only be provided to those law enforcement agencies that are interested in participating in the pilot.
