“According to an FCC report released in February 2007, only 94.8% of U.S. households subscribe to basic telephone service, including landline, wireless and other types of service. Translated to real numbers using household counts from year 2000 U.S. Census data, that means nearly 6 million households in this country are without telephone service of any kind,” says Ed Mund, author of “Out of Reach: 9-1-1 Misses 6 Million Households,” July 2008, Public Safety Communications. These numbers mean that approximately 5% of U.S. homes don't have access to 9-1-1 during an emergency.
The result: The U.S. government has created the Lifeline, Link Up and Toll Limitation Services programs to assist low-income households. Most states have created their own eligibility guidelines for these programs, and others follow the federal guidelines.
