APCO Project RETAINS

Effective Practices

The APCO Communications Center Task Force found that personnel recruitment and retention are key to the staffing of our nation's 9-1-1/Public Safety Communications Centers (PSCC). While it is acknowledged that recruitment and retention are not the only factors, they are probably the most prevalent cause for the crisis. With that known, the APCO Communications Center Task Force developed the following "Effective Practices" which are designed to provide jurisdictions and agencies guidance and assistance in resolving the crisis of recruitment and retention of 9-1-1/PSCC personnel. These effective practices were presented at the APCO Executive Council session at the APCO 2001 National Conference in Salt Lake City, Utah, resulting in an Executive Council resolution to create Project RETAINS - Responsive Efforts to Address Integral Needs in Staffing. The following effective practices will be considered by those assigned to Project RETAINS as they work to develop a standard for staffing our Communications Centers. The Project RETAINS Team, led by Julie Righter of Lincoln Emergency Communications in Lincoln, Nebraska, welcomes input and suggestions from public safety communications personnel and others in the public and private sector concerned with this issue.
