APCO initiated a Funding
Forum on February 18, 2005 in Washington, D.C. in response
to the growing loss of 9-1-1 revenue from traditional
surcharge models. APCO encouraged open and
free discussion of alternate, sustainable funding models for emergency telecommunications across the country.
The meeting was attended by Federal Communications
Commission (FCC), National Sheriffs Association (NSA),
International Association of Fire Chiefs (IAFC), National
Governors Association (NGA), National League of Cities (NLC)
and National Emergency Number Association (NENA). National
Association of Counties (NaCO), National
Association of Regulatory Utility Commissioners (NARUC) and
the International Association Chiefs of Police (IACP)
indicated their participation but
were unable to attend this opening session.
APCO has gathered information on the various funding models
across the nation, including wireless and wireline
surcharges, cost recovery and limitations/provisions
for the money collected.

GOALS & OBJECTIVES
- Advocate for Public Safety Communication issues that
relate to the mission of APCO
- Provide input and feedback to the Board on 9-1-1 issues
as appropriate
- Identify key issues impacting 9-1-1 policy & practices
- Foster strategic alliances that advance the mission of
APCO
- Provide opportunities for membership interaction on
strategic issues affecting Public Safety Communications
through Committee structure
- Provide education to members on 9-1-1 issues as
appropriate
