APCO Institute is the only not-for-profit educational institute that serves the unique needs of the public safety communications industry. Because APCO Institute is a not-for-profit educational institute, we have the ability to bring you affordable options and certification, such as our train-the-trainer programs and in-house training, that traditional for-profit training businesses can't or won't.
APCO Institute is overseen, managed and operated by industry experts with years of experience. Through our membership, we stay current with industry issues, needs and standards. Because our members all work in their respective communications agencies each day, their needs and concerns drive the activity of APCO Institute.

Our beginnings…
In August 1987, at the 53rd Annual APCO Conference in Baltimore, MD the APCO Executive Council voted to create a not-for-profit educational subsidiary dedicated to serve the needs of the public safety communications industry. It was decided that this educational subsidiary would be called the APCO Institute. On October 1, 1988, APCO Institute officially opened its doors.
The Institute's initial course offering was the APCO 80-hour Basic Telecommunicator Training Program. The 80-hour Basic Telecommunicator Training Program was the first ever national training program developed specifically for the public safety communications industry. This was closely followed by the APCO Institute 40-hour Train-the-Trainer course.
Our basic telecommunicator training course has gone through several updates since 1988. It is now called Public Safety Telecommunicator I (PST1), 6th Edition and each year over 5,000 telecommunicators receive basic telecommunicator training through this course alone.
Julie Troutman APCO Institute Director
Julie joined the APCO staff in February 2007 and serves as the operational head of the APCO Institute and is responsible for all phases of Institute operations. Her primary responsibility is to ensure that the APCO Institute provides members of the public safety communications community with the necessary training and tools to perform their critical mission with the highest level of professionalism. Julie holds a BS in Criminal Justice from Cameron University and has worked directly with the public safety community for several years. Julie brings to the Institute expertise and experience in the combined areas of public safety communications and business management. |

Alicia Ihnken Training Course Instructor
Alicia joined the Institute staff in 2006. Her primary responsibility is to instruct APCO Institute online and co-host training courses. She also oversees the APCO Institute web seminar training programs and assists in the development and update of training course manuals and materials. Alicia brings to APCO Institute several years experience as a public safety communications training professional and she is dedicated to assisting the Institute in enhancing the quality of training within our industry. |

Kathy Schatel APCO Institute Operations Manager
Kathy joined the APCO Institute staff in 1998. Over the years she has shared various responsibilities from grading student tests and issuing certificates of completion to scheduling classes, processing orders and maintaining instructor and EMD recertifications. Currently, she assists the Institute Director in overseeing the operations and administrative functions of the Institute. She also coordinates all APCO Institute contract classes.

Pamela Kaufman EMD Program Manager
Pamela Kaufman joined the Institute staff in 2006 to fill the position of EMD Program Manager. Pam will oversee all aspects of the APCO EMD Program, including maintaining standards and curriculum development. She also serves as the Program Manager for both the APCO Institute Multi-purpose Emergency Dispatch System (MEDS™) and the Expectations: Employee Evaluation Software. Pam brings with her an extensive background in EMS, Firefighting and Public Safety Communications.

Darlene Hines EMD Program Coordinator
Darlene Hines joined the APCO Institute Staff in September 2006. She currently works closely with the EMD Program Manager by assisting with the design, layout and customization of the APCO EMD guidecards and the APCO Institute MEDS™ software. Darlene also maintains the EMD and instructor recertifications. Darlene brings with her an extensive background in the customer service field. |

Anne Marie Armbruster APCO Institute Online Coordinator
Anne Marie joined the APCO Institute staff in 2002. She is responsible for overseeing and coordinating all aspects of the APCO Institute Online. She is also responsible for scheduling and coordinating the APCO Institute Web Seminar series, which is a series of online seminars based on the most current “hot topics” in the public safety communications industry. Anne Marie has been in customer service for most of her career, which makes working at APCO Institute a very good fit! |

Vicki Menzel Training Course Coordinator
Vicki has been part of the APCO International Headquarters staff since 2002 and joined the APCO Institute staff in December 2005. Her responsibilities include providing customers with information on training courses, materials and registration requirements for upcoming classes. She also coordinates all co-host classes and maintains student records. Vicki brings many years of customer service experience to the APCO Institute and is dedicated to addressing customer needs with a winning attitude! |

Ethel Plummer Customer Service Coordinator
Ethel joined the APCO Institute staff in March 2006. Her responsibilities include processing and grading student examinations, issuing certificates for completed courses, processing product and course manual orders, maintaining student records and assisting customers with any questions or problems. Ethel brings many years of customer service experience to the APCO Institute. |
