APCO Seeking 9-1-1 Call Tapes
APCO International is working on a project to educate the public about the dangers of using 9-1-1 for non-emergencies. We are looking for humorous calls in which citizens have dialed 9-1-1 instead of 4-1-1, reported trivial matters, or reported other non-emergencies. If you have any tapes of non-emergency calls to 9-1-1 that can be broadcast on national media please contact Courtney McCarron at mccarronc@apco911.org or 202.833.9600.

From Washington
President Signs FY 2007 Homeland Security Appropriations
On October 4, President George W. Bush signed the Fiscal Year 2007 Homeland Security Appropriations Bill that will adequately fund the Department of Homeland Security (DHS) and allow it to continue its critical mission of safeguarding the nation. The fiscal year 2007 appropriations bill will allow DHS to make significant progress in every aspect of the department's mission, but particularly in three critical areas: improving border security, enhancing chemical security, and strengthening
FEMA. Visit http://www.dhs.gov/index.shtm for more information.
FCC Takes Steps to Allow New Low Power Devices on Vacant TV Channels
The Federal Communications Commission (FCC) took steps to permit certain low power devices on vacant TV channels. The FCC excluded not only spectrum above channel 50 (thus protecting 700 MHz), but also excluded personal/portable devices from "vacant" TV channels 14-20 (470-512 MHz), as such use could interfere with public safety and other land mobile use, which is permitted in portions of 470-512 MHz in 13 major metropolitan areas. A further proceeding will be conducted to explore
possible fixed use on channels 14-20 at locations outside of the relevant metropolitan areas, as well as other issues. Visit http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-267867A1.pdf for more information.
