ERICA
Eastern Riverside County Interoperable Communications Authority Duty Hours: 25 hours per week negotiable, Monday through Friday, and is subject to recall for emergencies or for after-hours events.
Background:
ERICA is a regional interoperable 800 MHz digital communications system that is P-25 compliant. The system provides radio interoperability to first responders of the Coachella Valley, which is located in the desert southwest region of California. ERICA was formed by a joint powers agreement (JPA) between the cities of Indio, Palm Springs, Cathedral City, Desert Hot Springs, and Beaumont. ERICA has a five (5) member Board of Directors, which comprises of one (1) elected official from each of the five (5) member cities. ERICA also has a Technical Advisory Committee (TAC), which contains five (5) members filled by a city manager from each member city. Finally, the ERICA staff includes a retiring communication expert consultant and an executive director, who manages the day-to-day operations and administration of ERICA.
Scope of Work:
Definition: Under the general supervision of the Executive Director, Eastern Riverside County Interoperable Communications Authority (ERICA), a contractor filling this job description is responsible for performing technical work of considerable difficulty managing the radio communications networks of the ERICA. These systems serve the municipal police departments of Beaumont, Cathedral City, Desert Hot Springs, Indio, and Palm Springs, fire departments of Cathedral City and Palm Springs, and local government organizations serving the five cities. This position will oversee system interfaces to radio networks in Riverside County and in adjacent counties. The work involves frequent contact with multiple public safety agencies, communications coordinating groups, and outside communications service vendors.
Responsibilities include oversight and monitoring of a multi-location, distributed server architecture technology platform, with a "zero-downtime" performance requirement, and the coordination of software and hardware upgrades as needed. The system is comprised of a Motorola Astro 7.9 P-25 encrypted, trunked radio system involving three sites and 16 frequencies. In addition there are nine backup conventional repeaters. There are four dispatch centers with a total of 19 Motorola 7500 dispatch consoles. There is a Harris microwave backbone system, plus several 4.9 GHz connecting links.
The role of System Manager requires independent judgment in communications system operations monitoring, planning, modification, and correction of service degradation or disruption. Work is reviewed for efficiency of system operation, responsiveness to user needs, effectiveness of radio work program, accuracy of maintained information, and results obtained.
Examples of Duties:
- Coordinates the installation, replacement, modification, upgrade, monitoring, and maintenance of the ERICA's radio systems and communications equipment.
- Ensures the continual operation of the ERICA's radio systems and communications equipment, and the immediate readiness of the associated backup/redundant systems.
- Monitors system operation using Motorola management terminals, developing records of system occupancy, frequency utilization, talk group occupancy, and other pertinent parameters.
- Prepares procedures for radio communications system operation; develops and maintains emergency operations plans; develops and maintains severe weather and earthquake contingency programs.
- Coordinates the acquisition of radio system equipment and services; serves as liaison between ERICA, purchasing staff and outside vendors; assists in preparing contracts and reviewing bid proposals; maintains contracts, resources and operating manuals for communications systems and services; ensures that equipment and services meet specifications and comply with contractual provisions; monitors contractual terms and initiates renewal and replacement; reviews equipment resources/literature and confers with vendors to stay abreast of communications technology and industry developments.
- Provides technical consulting support on radio communications systems design, improvements and modifications for customer agencies.
- Maintains current Federal Communications Commission radio licenses, prepares new applications/coordination requests, license renewals and frequency coordination assistance.
- Acts as a member of the ERICA staff, attends monthly staff meeting, and supports staff needs. Attends ERICA Board of Directors and ERICA Technical Advisory Meetings and makes presentations at such meetings.

- Considerable knowledge of the design, operation, and maintenance of large-scale P25 digital trunked radio systems.
- Considerable knowledge of monitoring and troubleshooting large-scale RF communications systems.
- Considerable knowledge of the policies, practices and procedures involved in radio communications systems management.
- Considerable knowledge of Federal Communications Commission rules and regulations.
- Considerable knowledge of developing and maintaining public safety radio interoperability templates and fleetmapping.
- Considerable skill in coordinating and administering a large multi-user radio communications system.

- Skill in preparing system and equipment specifications and analyzing bid proposals.
- Skill in developing and implementing operation of temporary emergency communications systems.

- Ability to prepare and conduct training classes and public presentations.
- Ability to use and operate RF testing and measurement equipment.
- Ability to effectively communicate orally and in writing.
- Ability to effectively coordinate contractor technical staff.
Training and Experience:
Bachelor's degree in electrical/communications engineering from an accredited college is desirable. Graduation from high school supplemented by appropriate course work or advanced technical training in communications equipment repair/electronics and additional four years of two-way radio communications systems management and operations experience; or equivalent military training and experience. Also desirable: FCC license certification such as an FCC General Radiotelephone License, industry radio engineering certificate, or a "General Class" amateur radio license (or higher).
Special Requirements :
Possession of a valid California state driver's license.

GENERAL CONDITIONS
- All costs of proposal preparation shall be borne by the proposer. The Authority shall not, in any event, be liable for any pre‐contractual expenses incurred by proposers in the preparation and/or submission of the proposals. It is preferred that the proposal be no more than 10 pages.
- The Authority is responsible only for that which is expressly stated in the solicitation document and any authorized written addenda thereto. Such addenda shall be made available to each person or organization that Authority records indicate has received this RFP. Should such addendum require additional information not previously requested, failure to address the requirements of such addendum may result in the Proposal not being considered, as determined in the sole discretion of the Authority.

- The Authority may also reject the proposal of any proposer who has previously failed to timely and satisfactorily perform any contract with any of its member agencies. Any resulting contract will be for a period of one (1) year, unless terminated for any reason by the Authority. If it is mutually agreeable to the Contractor and the Authority, the term of the agreement may be extended in increments of one (1) year. It is expected the relationship between the selected Contractor and the Authority shall be that of an Independent Contractor.
PROTEST PROCESS
A Proposer may file a protest in connection with the Authority's selection of a Contractor. The Proposer challenging the decision of the Authority bears the burden of proof in its claim that the Authority committed a sufficiently material error in the solicitation process to justify invalidation of an award.
Throughout the review process, the Authority has no obligation to delay or otherwise postpone an award of an Agreement based on a Proposer protest. The grounds for Authority review of the Contractor selection is limited to the following:

The Position:
Communication Technician I Summary:
Under the direction from the Fleet Manager or the Maintenance Technical Supervisor, this p osition applies knowledge of electronic theory and practice to assist in the installation, removal, and maintenance of fixed-station and complex mobile communication equipment. This communications work is typically performed either at a central shop or at remote communication sites located throughout Pierce County. The Communication Technician will work with increasing independence commensurate with demonstrated proficiency.
Communication Technician II Summary: Under the direction from the Fleet Manager or the Maintenance Technical Supervisor, p erforms highly technical and engineering-related tasks that include analyzing, developing, and implementing solutions for the installation, maintenance, repair, modification, and calibration of a wide variety of communications equipment that constitutes the Pierce Transit Communications Network. This equipment includes point-to-point microwave systems; data transmission systems; vehicle and portable radio systems, CAD/AVL, Smart Card, GIS, Camera/Security Systems and fixed communication station equipment. Assignments include emergency responses to independently analyze, repair, or devise a temporary solution for restoring communication services.
Hiring Wage:
Communication Technician I - $28.60 per hour (Wage range $28.60 - $33.58) paid on a bi-weekly basis.
Communication Technician II - $30.68 per hour (Wage range $30.68 - $35.93) paid on a bi-weekly basis. Excellent benefits package.
Tool Allowance:
Communication Technician I and Communication Technician II, on January 1 of each year, shall receive a tool allowance of three hundred fifty dollars ($350.00). Certification Pay: An additional twenty-five cents ($.25) per hour will be paid to Communication Technician I's and Communication Technician II's who obtain and retain advanced technical skills through an Employer pre-approved Electronics Technicians Association (ETA) certification program. This pay shall be limited to an additional three dollars ($3.00) per hour per employee. It is the employee's responsibility to renew or otherwise keep current all certifications/technical licenses for which they are receiving this pay and regularly provide this information to the Employer.

General FCC radio/telephone operator's license or equivalent;completion of a two (2) year degree in Electronic, Electrical, or Computer Engineering and two (2) years experience, or an e quivalent combination of education and experience that provides the applicant with the knowledge, skills and abilities required to perform the essential functions of the position. Desired: NARTE Junior Technician Certification; Motorola ASTRO 25.7 certification and experience; Harris Microwave Video Networking and P25 Microwave System certification and experience; Cisco Routing and Switching certification and experience.
Special Requirements:
Must be able to pass a security background check. Within the first six (6) months of employment, enroll in the NARTE Junior Technician program with certification to be completed within first year of employment. Must possess a valid Washington State Driver's License at the time of hire and be able to obtain a Class B Commercial Driver's License permit (with a third party-testing certificate) within thirty (30) days of hire. Must obtain a CDL Class B within ninety (90) days of hire. Must possess and be able to use basic hand tools including electrical testing equipment and hand held electronic devices. Must have the ability to perform the essential functions as described above including the ability to maneuver objects weighing up to fifty (50) pounds.
