The goal of Project 40 as charged by the Executive Council is to develop a standard to be used by Communications Centers for number of staff needed to perform to an expected level of service and scheduling of those staff in the most efficient manner. A Project 40 Steering Committee has been formed and work to date has consisted of meeting and discussions with the National Institute of Justice at Denver, followed by communication with the Bureau of Justice Assistance in Washington, D.C. It is the hope of the Project 40 Team that a partnership can be formed with the NIJ and BJA to validate a standard that addresses the goal of the Project.

The intent would be for the NIJ to publish an instructional primer, which will include information on how to gather workload data as well as number of staff needed to meet preferred levels of service. Also included in the publication will be various scheduling plans utilizing the number of staff recommended by the staffing standard. If a partnership with the NIJ/BJA does not occur a plan for corporate involvement will be pursued. The Project 40 Team is working with APCO staff to create a Project 40 web link, which will include the Best Practices that were presented to Council in Salt Lake City. Also in the planning stages are plans to obtain additional statistical data from the APCO membership via the APCO website and Bulletin.

The Project 40 Steering Committee members were selected based on region, size and duties of their agency. The intent being that if a partnership with the NIJ/BJA comes to fruition the agencies of the steering committee could quite possibly become samples for validation. The Committee represents several areas of the country; from the one-dispatcher agency that does it all to the large combined centers. Also included are representatives from agencies who provide EMS only, fire only, and police only.
